How do I get a system administrator set up when there is currently not one assigned?

I was trying to change the system administrator to my husband's account, but now neither of us are system administrators which is messing everything up.

Create a new dummy user in Control Panel -> users -> Give them admin rules, then Disconnect -> Change User -> Enter with the new dummy, and assign again Admin rule to you husband.
Then , delete dummy users, disconnect, and re-emter with new admin account
