will there be a new windows phone for release to verizon?

I am interested in an upgrade to my Icon. If not, I will have to migrate from Windows to keep the same performance and features.

Don't count on it. If you like WP... Verizon is the last carrier you should have.

There are no new Windows Phones anticipated for Verizon. I don't expect any for at least a year.
