How can I fix my computer, that won't shut down since windows update error 0x800f0922 (KB3172729)?

Windows Central Question

Windows update tried to install this update around 15 times since August 11th with no success. Other updates get installed properly.
I have seen this may be linked to the anniversary update, and I also have a visible ESP partition (F:) on my hard drive.
I read some posts about this partition problem, but not linked to a difficulty to shut down the computer. What should I do?

type this in cmd "Shutdown.exe /f /s /t 1"

where f - force terminate process
s - shutdown
/t 1 or -t 1 - time to shutdown 1(sec)

you may also try /r for restart
