How do I change the scale of the display?

[Windows Central Question]

Attempting to play Virtual Pool 4 in WIN 10 environment, but display is so large that the in-game navigation buttons are too far down the screen to display. Cannot manually resize the window.

is this is on a secondary screen? Have you tried changing display scaling options in settings?
