Why can't I type the щ letter on the Russian Mnemonic Keyboard ( Windows 10 ) anymore?

I used to be able to easily type it by pressing the с and the ц keys, but now this is no longer possible - it just outputs both characters individually сц. I tried reinstalling the keyboard, restarting my PC, pressing all the keys + AltGR and Shift, but nothing has worked. Is there any workaround for this or is it really messed up
