Have a microsoft 950xl. Why does the voicenavigation for map app not function

in settings > time and language > speech > is there any speech pack downloaded?

The speech was standing to standard american. I changed that to another language and downloaded that. Nothing happened. Then I tried another program (sygic gps navigation).
Then I switched back to Microsoft program and voila the voice function.
