Since the update, my task bar and start button will not work

Since running the newest update, my start button and task bar will not work. Also cannot open battery icon, speakers, wifi, etc. Shows there is a new message and can't open that either. Can't get into PowerShell admin because I can't get to "Accessories", Ctrl+Esc does not work, and SFC/scannow shows no problems. HELP!!

does a restart improve anything?

Are you able to access settings or task manager?
