A phone is born with 3G or 4G built in chip, a system cannot modify it.
Ask your carrier for upgrading your data plan (or SIM) to 4G

Yes, but ie. the x20 series was released with 2G & 3G only with 4G added later in firmware updates. Whilst the hardware is needed (and is in all modern Lumias, country differences not withstanding) it also needs the software to enable it. OP, my guess is that the service providers in your area are still 'testing' the 4G firmware for your model. Doubtless they will get it together soon as they'll want to sell you their 4G service.

check the box that you got your phone in for the device specifications - does it say a 4G or 3G device?
