Where are my hidden contacts in the People app on windows 10?

When I open up the People app in Windows 10, there are no contacts listed. How do I get to them or put them into the People app so I can delete or edit them? I need to see a list of my contacts like I saw in Windows 7.

1) Are you using a local account or have attached a microsoft account to the login you use?
2) Is your pc / laptop enrolled on a domain?
3) On Windows 7 what were you using to see the list of your contacts?

By default, contacts without a phone number are not visible. Go in to settings and change it. Maybe those are the ones you're missing.?.
