Lumia 950 - unresponsive & vibrating

Lumia 950 - running windows 10, latest production preview. Phone is unresponsive, but vibrates when hitting power key (nothing happens). Tried to remove battery/soft reset, not helping. Not able to do a hard reset (since exclamation mark is not appearing when hitting power/volume down, release power after buzz, etc.). Also tried plugging wall charger, nothing happens. Any tips?

You are making the wrong sequence

Vol down + power is SOFT RESET, not hard reset. No marks , it's a useful forced reboot as desktops

Hard reset key sequence is:

Unplug phone, hold vol up, then plug phone charger, keep holding till ! mark appears.
Leave button, then press one key once : vol up, vol down, power, vol down.

Gears should start rotating. Keep phone plugged and wait last build to reinstall
