Windows 10 phone blue screen with sad face.

[Windows Central Question]

BLU Win HD LTE phone running Windows 10. Sent a text and the text app stopped working (wouldn't even come up anymore). So I thought I'd power down the phone and power it back up. When I did, I got the blue screen with the sad face . Doing a hard reset does nothing. How can I get the phone back up again? Thanks.
