Firmware Update Question (Windows 10 Mobile)

For a firmware update, does my region need to be the region I am actually living in, or can it be the region I have it currently set to? I want to use Cortana, so I changed my region to Uk, but I'm not receiving a update, and it's already been going on 4 weeks since the firmware first appeared. I've been waiting for the update to arrive, since it has DTtW.

What device do you have that you're having issues with? And pardon my ignorance but what is DTIW?

Lumia 650. Changed my region in the end, and still don't have the update. Three Ireland really don't care about firmware approval for windows 10 mobile it seems.

DTtW is double tap to wake.

I have an ATT 950 I thought we were going to be the last to get the double tap update. have you tried the WSRT windows software recovery tool?

Don't want to hard reset my phone, because I like the way it currently is. Might wait another month, and if it doesn't come by then, I'm definitely going to try that option.
