Screen is blinking and flickering

[Windows Central Question]

I have a Surface Pro 3, which is a little over a year old (of course!) The screen has suddenly started blinking periodically... about every 1-3 minutes. It's also flickering (white horizontal lines). Any ideas for troubleshooting?
