We can't set mobile hotspot. Turn off wifi

I have a microsoft 640 phone with win 10.0.14393.321. I can't set up mobile hotspot. I get the above error. It may have been since the last upgrade. Soft reset of phone didn't help. I turned off bluetooth also and it didn't help.

Mobile Hotspot need to turn on your 'Mobile Data' , then 'Hotspot'[SUP]#[/SUP].
[SUP]#[/SUP]Turn on Hotspot will automatically switch off your Lumia's Wi-Fi .

You can also check hotspot setting by pressing Hotspot icon from action center.
