and i already soft reseted ... i dont know what to do pls help

you could try hard resetting and rolling back to 8.1 and upgrading again to windows 10 mobile. if none of it works ,then it is a hardware failure of your camera and you will have to visit the authorized service center for a repair.

As The error 0xC00D3704 indicates the hardware failed to start streaming from the camera.
