I'm a little confuse I ran into a video that not all cores in both models are not used at the same time that only a set are. How exactly does that work? Also is this how it is with any Lumia phone?

its correct that not all the cores are used at the same time, as it depends on the number of tasks and applications happening. as the number of core increases from dual to quad to hexa to octa these are just to give you snappiest performance when you are heavily using your device with multiple applications an processes working in the background. in no device does all the cores function together.
