could you check that you have the latest OS updates? I had the same issue but it went away after updating

On Windows Phone...

If you Reset and have no SIM in the phone it defaults to the Language which matches the Region it was manufactured for.

If you Reset and have a SIM in it defaults to the Language which matches the country your SIM was issued in.


Examples:

• I Reset my Lumia 1520.3 with no SIM and it starts up with Espanol (Mexico)
• I Reset my Lumia 1520.3 with a SIM and it starts up with English (United States)
