I need microsoft office 13 for school. where is the best place to buy? also using windows 10

Why not Microsoft Office 2016? It's the most recent version. (2013 is likely available depending)

Also I would check to see if your school or school district offers free or reduced price Office. If you have a .edu email address that may be just what you need.

In the meantime, LibreOffice, Google Docs or MS Office Online (preferably this one) may serve as temporary bandaids. (or permanent depending on your needs.)
