Computer locks out after 3 attempts though in group policy I set the number of attempts to 5?

Very weird issue that I have. I have a Windows 1607 build computer attached to a domain and it locks out my test user accounts after 3 attempts (well on third trial).

Funny thing is though is I have set my device's lockout threshold to 5 (following a TechNet article, which said to do it under Computer Policy) in Group Policy. Also have tried changing the lockout threshold to 10.

I have also turned on logging for Event Viewer and it monitors the number of login attempts.And that is only reporting 3 failed logins and then lockdown.

I am really stumped. I know its like a needle in a haystack, but if anyone knows why this may be the case let me know!

(Also of note, I have another OU with different Group policies applied to it and its in the domain on Windows 1511 and that is fine. 5 attempts there)
