Why can't you change what pen clicks do?

I do not want to use one note and would like to change what pen clicks do. Is there any way of changing this. As it is it looks as though MS are trying to force users to one note.

Yes you can. Just go in pen settings and you can set what single click, double click and press and hold does.

The most you can do is set it to open another app.
