Why are all the apps on my nokia lumia 630 including some native apps not opening at all??

I did a hard reset to check whether or not the above stated problem would be fixed but in vain . The problem at hand here is that apps such as WhatsApp , all lumia apps , newly downloaded apps off of the store, even some settings like copy contacts and messages to SD card, backup, motion data etc. Even some native apps like news feed , pic art , weather, one drive etc. Apps that work are MS exchange , calendar , contacts , alarm etc. The symptom is the app keeps returning to the start screen ( home) . The specs are:
Nokia lumia 630 dual sim
Software: windows phone 8.1 update
Os version: 8.10.14234.375
Firmware revision number: 02040.00021.15053.36003
Hardware revision number: 4.0.4.0

you can try resetting once again as i dont see any single reason reason for this issue. do a hard reset once again and check if this helps.
