why is the camera button not opening camera

Lumia 950XL - OS Build 10.0.14965.1001

So when I press the hard camera button it vibrates but doesn't open the camera, unless I press the power button afterwards. It didn't use to be like that. I just would have press the camera button and it would open.

Does anyone know why?
Yes I have turned off the phone and on again. Many times, because for some reason the phone hangs on some apps such as messenger and restarts itself. (another problem and story)
