I'm not able to get a clean install of bash on Windows 10?

I had it before but since then I believe my computer has been compromised. The root file will appear but I cannot establish a /home/user account or password. Windows command prompt sometimes appears and something like /aptget-update seems to come up and it shows downloads but none of them are complete.

Sounds like it's time to do a restore to a point in time at least a few weeks back
