Preview build 14977 stuck in download loop

You will have to quit insider preview for it sir. No other option.
May i know the reason why you do not want to update?

Won't finish download just giving error code 0x800700b7 .won't install on the 650

It won't be able to update. You will have to wait till new update arrives. It is a known issue and an article mentioning that has already been posted on windows central. Hope this helps.

I do not think so.you can try quitting insider temporarily or restarting your phone and then not checking your updates. But i don't think there is a solid way to do so for stopping it like you have it on pc. Sorry.
