Do i need to have a sim card to activate my HTC One m8 (windows)?

I'm planning on buying the windows HTC one m8 as a wifi device. do I need to a SIM card to activate the device or can I just simply start it up and use it? (like an iPod touch)

Will work just fine on Wi-Fi only.
