Phone number link takes me people app, not phone app

For some reason when I tap a phone number link in Edge or Cortana (as in, I search for a local business then tap the phone number to call them) it takes me to the people app where I have to tap the number again to call rather than it taking me to the phone app to call. It's an extra step and annoying. Is this new expected behavior?

I don't know if it's expected or not, but mine does that too. But once I go to People, I don't have to reenter the number. There's an option to call on the screen with the number below it.

I've discovered it's because Skype also makes calls, so I'm getting a choice of which app to use. And apparently you can't set defaults. Which is annoying because I don't ever use skype to make calls.

I've noticed the same thing. It wasn't like that before and seems like an unnecessary extra step.

Yep, same here. I've reported it through feedback. Apparently, they forget to add the option to use the same default program every time.
