Onedrive Sync issue....

I have an external local drive that I had my onedrive synced with, 100%. I am having to reinstall os's again for work related issues. Post fresh pave over with windows when I start onedrive, select the folder that already has all the files in it, it starts to re-sync EVERYTHING. Not a big deal in the past but I now have a bandwidth cap on my internet of 1tb and my cloud drive is 750gb. This happened last month and I went over my cap. Is there a way to get onedrive to see that the data is already there locally and not re-download everything... Thanks
