Sim 2 suddenly has no service

Suddenly last Monday sim 2 shows no service. If I cross state border from MA to NH, it works. Microsoft changed my phone. Of course MS store in NH. Everything worked until I crossed back into MA. If I turn off Sim 1, Sim 2 works.

Is SIM 2 an AT&T SIM?

The non-primary SIM will be locked to 2G service by Windows Phone/Windows 10 Mobile and AT&T just shutdown their 2G network around that time.
