Help me i cant turn off cortana without it coming back on again

Hi i have a nokia lumia 925 and i want to stop cortana,i have turned it off but it turns itself back on ... I cantI dont have a microsoft account.

Could you give us some information about your region and language settings?

Assuming you are using the Lumia 925 with WP 8.1, there is an 'off' toggle for Cortana in the settings.
