Need a photo managing program with Windows 10

[Windows Central Question]

I need a photo managing program. I am scanning all my mom's old photos with my own scanner. Then I wish to bring them into a managing program and add text to the photos. I then want to download the photos and text onto flash drives to give to relatives. I may use some of these photos to make books with text but that is another issue. Any suggestions for a photo manager?
