Microsoft 650 Phone is not shutting down while charging

Shuttind down the phone and when plugging charger it goes on

It's like that with wp, always. The phone won't turn off while charging. You can always use the 'silent' mode if you charge it while sleeping.

The short answer is you cant. The phone will power on when charging. You could however set the phone to flight mode if your intention is to charge the phone faster.
