Windows Device Rec. TOOL,Reset neither installs newest firmware

Windows Central Question

I ve tried the WDeviceRecoveryTool and a entire reset and the firmware first get upgraded?

.40009 is the current firmware
OS is .393 W10 mobile

I want the double tap for this phone
