tablet vs desktop mode windows 10 Legacy Applications (Office 2002...) behave differently

Windows 10: When I launch MS office 2002 apps and other application based on sql.netframework 3.5/sql server compact 3.5 by clicking the tile or icon on taskbar in tablet mode, these applications hang. In task manager they are open, on the taskbar they appear to open; however as is the case with MS office apps when I click on them they flash to the start menu and with the other application I can see the shell of the program but nothing more. However, when I switch the same computer to desktop mode and click on the applications from the desktop icons, the taskbar icons or the all programs list location they all launch fully. What is the difference between the desktop mode and tablet mode that would cause different behavior when launching a "legacy" application?"
