Is there a way you can contact the person you bought it from? They would have to go into their Microsoft account to remove that from the phone.

First and foremost, you need to get a refund and send that phone back to the seller. Then, buy yourself a used 950 for that price. I wouldn't even worry about solving the reset protection issue. Get your money back and buy another phone.
