My cursor gets stuck on the Cortana search box.

My cursor keeps gettting stuck on the Cortana cursor box at the oddest of moments. It bounces up and down on the search box for a bit, and I'm only able to fix it by pressing the windows button a few times, or restarting, and sometimes logging off works. It happens when I use Drracket programming IDE, and less frequently, but still sometimes when I am using other programs.

Does anyone know a permeate fix for this?
