Hello,can't download whatsapp on my lumia 950xl.downloading but not opening

Whatsapp and some other apps no open after downloading.I did restore to factory settings but doesn't help.

Try doing a soft reset by holding volume down + power buttons together until your phone turns off. Then try to download whatsapp again.

What is exactly happening and what are all the apps that are affected?
