Reactivate Cortana [ solved ]

Howdy Guys!
I had been returned the all features of Cortana 5 months ago.
But now i unable to get it back. I want Cortana Dictation , Hey Cortana and Notebook back .

When i tried to click on Cortana settings' link, it didn't open.

No! Except Hey Cortana, all Cortana features are working on ENG IN. I have already tested that...
