My Nokia Lumia 520 is not hard resetting

I know how to hard reset my nokia and the reason why i was doing it this time was because it kept getting the blue screen with the sad face when i turned it on.. now everytime i try to hard reset it gives me another sad face. What do i do?

Try downloading and installing 0the Windows Device Recovery Tool onto a Windows PC. Link here: https://support.microsoft.com/en-us/help/12379/windows-10-mobile-device-recovery-tool-faq Plug your phone into the PC and try to reinstall the firmware onto the phone with that. See if that solves your issue.
