Windows Phone app to be bluetooth mini keyboard for Surface?

Greetings.

This probably doesn't exist yet, does it?

I have Surface Pro 4 and Lumia 950, and I just thought, how cool that would be to use the cell phone as a keyboard. So theres no need to buy and carry around extra equipment for those with a small purse.

I also wonder, if the average man with some programming experience could develop this. I've never done an app before, but if I can contribute, I'd happily do so. What programms are used to create apps?
 
I mean, this sort of exists, but not in the way you think. The Lumia 950's Continuum feature can make use of the phone's on-screen keyboard when an external keyboard is unavailable when you're projecting the phone's Continuum mode onto a larger screen. I'm not sure how well using the phone as a keyboard for your Surface would work, especially consider the phone's small screen. I imagine it would cause a lot of complications.
For that matter, I'm not even sure it's possible with the APN's that Microsoft has provided.
 
Try PC Remote Pro. There's a trial, but Pro is cheap. Gives Mouse, keys, volume. Etc. I use it a lot. Try the trial, see if it fits your needs. It's a Wi-Fi set to, may need to pair with HotSpot Lite.. Check them out.

I never could find an app that allowed for Mobile to control PC via Bluetooth.

You're wrong!

There exist plenty apps that let your smartphone be bluetooth mouse/keyboard.
Vectir -- for instance. Try that.
