Taskbar and start button not working

Turned on my computer and the taskbar and start button does nothing. The mouse cursor just has the loading symbol when I try and do anything. I cant click on apps either. Nothing seems to work what should I do?

My suggestion is to do a Repair Install (also known as In-place Install).

Are you running Windows 10 Insider Preview build or Windows 10 RTM ?

have you tried restart? and/or shutting down, then power ON?

Can you right click on you 'Start' Icon and open the 'Task manager'?

Open up Task Manager and disable anything enabled at startup, restart, see what happens. If the same, open up MSconfig and boot in Safe Mode. If that solves the issue, which it should, it means something at startup is using too many resources so the taskbar and Start button appear to freeze.
