My name is Raymond,my windows phone lumia 435 with windows 8.1 has been stolen and switched off

and i also wanted to know how best i can track my phone even it is switched off and how can i access my personal data using a pc when my stolen phone is switched off..i really need some help please, i really want all my data

Dont think you will be able to access your data but you can lock the phone, ring it or erase your data remotely. Here's a link on how to do so

If you've had your data backing up to OneDrive then when you get a new windows device it will all return including phone contacts. The only data not recovered will be music and videos. It's like changing from one windows device to another. I've just read your post and I turned off my phone and went on my PC'S OneDrive and saw my phone's pictures and my notes backup. What you should do in the future is save your info on your pc using onedrive.
