Skype can not transmit video from my laptop

Shortly after I swithched to Windows 10 , my video calls with Skype got disrupted. I see the other party, but they can not see me. The audio is fine. Blank screen with rothating arrow only.

Usually, only one program may access the webcam at a time. Because your Skype session got interrupted, the system thinks it's still being used. Usually restarting the program properly fixes it.
