Simply put, can the new surface pen work with surface 3? What wouldn't work and what would work? And would it make sense to upgrade the pen but keep the surface 3?

Theoretically, it should work just fine, you just won't see a lot of improvements. You won't get the new low latency or increased pressure sensitivity, as that's all dependent on the display. You might get tilt support.

My wife is using a Surface3, its fine and more than enough for browsing, games, and Excel.
If she needs a pen, which would it be? The new or the older pens?

... !!

So not much of a reason to upgrade the pen only

No, I don't believe it's worth the $80. It would be more worth it with a Pro 3 or 4, I think, as software updates and the better pen integration as it is might bring more benefits with the new Pen. But with the Surface 3 I don't think it's worth it.
