Assuming your question is for Windows 10 PC, not Mobile.

RE : app list missing

You might be on Tablet Mode.

Taskbar bottom right, next to the Time, click the Notification icon > is the Tablet mode highlighted ?
If yes, click it. That will turn it off.
Is the app list present now ?
