In short, yes. Depending on the configuration, that's how well it will run

Yes. Keep in mind though the smaller the work space the harder it is to work on images.

Works fine on my Surface Pro 3 but I'm limited with only 4Gb RAM and a small screen, I primarily run photoshop on my desktop. Would be fine if I had 8Gb RAM and connected a larger monitor.
