How can I fix the taskbar auto-hide

For the past week the auto-hide feature has been broken. Before then, I'd be in a window and when I moved my mouse to the top (where the taskbar is) it popped up and when I moved the mouse off it'd disappear. Now, I have to minimize the window because it has started drawing under the windows instead of over them.
 
Did you try restarting windows explorer (end process via task manager/ run new task: explorer.exe).

I've tried that, and it still doesn't work. I've tried a few other things such as changing the position of the taskbar and locking/unlocking it. Nothing seems to help.
 
It seems that you have turned on 'Auto-hide taskbar '.

Steps:
- Right click on Taskbar> Go to taskbar settings.
- There you'll see a check box adjacent to the label ' Auto hide taskbar '.
-Uncheck it to turn it off.
 
But that's not what I'm looking for, I'm looking for a way to make the taskbar show over the window I'm on while auto hide is on, because it stopped doing that.
