Why is my phone stuck on the startup screen?

Today while bike riding my phone was in my backpack. I went to check it and it was restarting, so I waited. It just kept trying to restart. It says alcatel onetouch, vibrates, turns black, and repeats. It has done this for the last 5 hours now. I tried a hard reset to no avail. There is no battery to remove. I attempted to plug it in to see if it would get it to do anything, and nothing. It will get to a different screen occasionally, but always goes right back to the restart screen. Metro says I am not able to get another replacement since 3 phones they've replaced have all messed up.

I'm not at all familiar with Alcatel OneTouch but I think you might try to connect it to a computer and try to use Windows Device Recovery Tool to reinstall the operating system. According to this blog post the application should support Alcatel.
