If I use 43" external 4K monitor or LG 38UC99 ultrawide monitor, can I avoid the scaling issues?

Hello, I am considering to buy an external 4K monitor or a LG 38" ultrawide monitor. I am currently running Windows 7 Professional but I could upgrade to Windows Creator Updates if I want to. I heard many complains about scaling issues with 4K displays. I suppose this happens when users are trying to increase the font size so that they could read the very tiny letters clearly. Am I correct? If I use a larger external 4K monitor, say at 40"-49" or a 38" LG ultrawide monitor at 3840x1600 resolutions, I should be able to see the letters without increasing the font size manually. In this case, will I still have scaling issues? I plan to use the monitor for CAD (SolidWorks), programming, Matlab/Simulink, data science, medical imaging, etc. Thank you.
