TabTip no longer working in Fall Creators with custom shell

I have a kiosk application which replaces explorer.exe as the default Shell. After updating to Fall Creators, TabTip does not open (for example if I execute TabTip.exe) anymore unless I launch explorer.exe first. Does anyone know if there is a way around this? Thank you.

I am using the same configuration as you. A kiosk application named "SOTI" and when windows is in kiosk mode the keyboard "Tabtip.exe" doesn't work anymore. It's a big isue for me because I use this mode with almost 500 windows tablets and even with the windows update service disable this Fall Update Crator update is installing.... So every time I have to downgrade windows and it's lot of loss time for me.



Did anyone have a solution for block the update or for solve the keyboard issue. I already ask SOTI but they don't have any solution..
