100% complete update blue screen for days

My WiFi cut out during a sudden Windows update. My screen has been stuck on the blue “Working on updates. 100% complete. Don’t turn off your computer” screen for a couple days. Can I just reboot my computer at this point..

YES you can at this point. Clearly something has gone wrong. Worst case you may have to try booting in to safe mode.
